Monitoring is a process used to measure progress, identify areas of compliance, offer opportunities for technical assistance to help resolve non-compliance issues, and ensure that Federal funds are used responsibly. 

The goals of monitoring and oversight are numerous and the value of monitoring and oversight goes well beyond meeting statutory requirements

Understanding that monitoring and oversight are intended to achieve is the critical first step in establishing an effective monitoring and oversight system.
