Grants Application 101: How to Apply for a Grant

The U.S. Department of Labor's (DOL) Employment and Training Administration (ETA) is dedicated in contributing to more efficient functioning of the U.S. labor market by providing high-quality workforce development, employment, labor market information, and income maintenance services primarily through state and local delivery systems. ETA’s vision is to promote pathways to economic liberty for individuals and families working to achieve the American Dream.

 Award opportunities are announced through Funding Opportunity Announcements (FOAs), DOL's grant website, and Grants.gov website.

Grant recipients are also encouraged to become an active partner in the network of 2,300 America’s Job Centers that provide assistance to job seekers and employers which may be found at America’s Service Locator.

Recognizing that smaller community organizations and entities that are "new" to the Federal grant-making process may be unfamiliar with FOAs and ETA's process for evaluating grant applications, ETA has developed several tools to help new organizations craft competitive applications:

  1. Grants Application 101: Budgetary Forms - SF-424, 424A, 424B, and Budget Narrative
    Budgets provide a financial blueprint and assist in complying with cost limitations, restrictions, and requirements outlined in the FOA. This webcast provides a brief introduction to the budget forms required to submit a grant application. The primary forms included in an Award Application package include the SF-424, SF-424A, and the budget narrative.
  2. Grants Application 101: Grant Application Checklist
    This document reviews items to consider or collect before submitting your DOL award application.

SAM.gov

SAM.gov is Federal-wide registry for all entities doing business with the Federal government including contractors and grant recipients. All DOL award recipients must have and maintain an active SAM.gov registration from the time of application through the end of the period of performance.  The Unique Entity Identifier (UEI) replaced the Dun & Bradstreet's Data Universal Numbering System, commonly known as the DUNS number, as of April 4, 2022. For new applicants that are not registered in SAM.gov, the applicant must register with SAM.gov and also request a UEI.  For any technical issues in obtaining a UEI, please submit a help ticket and include the documents specified here. Turnaround time for issuance is about 5-7 business days.
