This page and webcast are intended for organizations named in Joint Explanatory Statement for the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2024 as recipients of FY2024 Community Projects Spending/Congressionally-Directed Funding. Only these organizations are eligible to receive Community Projects grant funding in the amount indicated to conduct a project for the specified purposed.

Training and Employment Guidance Letter 02-24

This Training and Employment Guidance Letter (TEGL) solicits applications from eligible entities for the DOL's FY 2024 ETA Community Project demonstration grants and announces application procedures. To receive Congressionally Directed funds, eligible applicants specified in Appendix I must submit applications responding to this TEGL, including all required documents detailed in Appendix IV, to https://www.grants.gov no earlier than 12:00 pm Eastern Time, September 1, 2024 and no later than 11:59 pm Eastern Time, January 31, 2025.

The below trainings/checklists are also recommended for all CP recipients:

  1. Grants Application 101: Budgetary Forms - SF-424, 424A, 424B, and Budget Narrative: Budgets provide a financial blueprint and assist in complying with cost limitations, restrictions, and requirements outlined in the FOA. This webcast provides a brief introduction to the budget forms required to submit a grant application.
  2. Grants Application 101: A Plain English Guide to DOL Competitive Grants: Grant applicants will understand DOL Federal Opportunity Announcements (FOAs) and learn how applications are evaluated.
  3. Grant Application Checklist outlines items to consider or collect before submitting a DOL grant application.
  4. SMART 3.0 - ETA Grants Management Overview and Readiness Assessment: Learn the requirements and standards applicable to operating a Federal grant funded by ETA, in order to avoid the common pitfalls experienced by new grantees and new staff.
  5. SMART 4.0 - Financial Reporting: Learn financial reporting requirements and how to complete the quarterly and final ETA-9130 reports. Additionally, learn sections of the ETA-9130 report, descriptions of each line item, and a discussion on the basic financial reporting requirements contained in the Uniform Guidance and other regulations relevant for ETA programs.
  6. SMART 4.0 - Cost Principles and Cost Classification: Learn about the general principles governing the allocability, allowability, and reasonableness of costs to the federal award. New definitions, significant changes to selected items of cost, and DOL's exceptions to the Uniform Guidance (2 CFR Part 2900) will be reviewed.
